New 150,000sf FedEx Ground Distribution Center

Project Overview

Due to our knowledge of the area and good working relationship with Hanover County, The Westmoreland Company requested Resource’s services to bring a 150,000sf FedEx distribution center to Hanover County.  We provided an ALTA/ACSM survey which included topography and wetlands locations.  Our environmental group had already delineated the wetlands and obtained a JD of those areas.  

The Land Development team worked diligently with Westmoreland to meet schedules and gain site plan approval.  Significant undercut was required due to the wet site conditions; however, close coordination with the contractor kept the project moving forward.  

Just as construction ended, FedEx requested additional 80-truck parking lot.  Resource amended the plans and received approval from the County.  An “as built” ALTA/ACSM was provided to the client.

Strategy and Services

This design/build project began with a conceptual layout, approved by FedEx, provided to The Westmoreland Company.  Engineering design and site plan approval had to be completed within four months with construction finished in twelve months. Design also included obtaining VSMP permit and a wetland mitigation permit for two wetland areas. 

Typical Hanover County site plan process take approximately three months duration for approval, which does not include design time.  Since this portion of the project had to be finished in four months, we asked the Economic Development Department for permission to implement their “Fast Track” process.  As granted, the process shaved almost two months off the approval time.
