Charles Town, West Virginia
Project Overview
Developed by Carl M. Freeman Companies, the Potomac Marketplace Shopping Center is a 450,000 sf retail center in 53 acres near Charles Town, West Virginia. The Center is anchored by The Home Depot, Weis Market and Kohl's.
This project is divided by a four lane access road that serves the neighboring residential/office/community development of Briar Run. It also includes a downstream stormwater management facility that serves the shopping center, the Briar Run neighborhood, and the adjacent future mixed-use development of President's Pointe.
In addition to a retail strip that includes the anchor tenants, there are seven out-parcels containing varied retail, restaurant and banking establishments, all having particular circulation requirements that are coordinated with the overall development.
Strategy and Services

- Boundary, topographic survey
- Wetlands permitting
- Site Rezoning
- Site plan engineering
- Construction base-line stake-out for the various contractors.
Resource also completed site specific engineering for The Home Depot, Roy Rogers Restaurant and Glory Days Restaurant in addition to the overall site plan.
Route 9 intersection
The Project required the design a major lighted intersection with the newly constructed Route 9 by-pass around the cities of Ranson and Charlestown. The commercial entrance required a ground level diamond interchange with right turn lanes in and out and traffic light to control crossing traffic. The commercial entrance road terminated at a traffic circle that controlled access to a residential Neighborhood.
Stormwater Management
The Project development require a cooperative agreement between upstream and downstream property owners for the construction of a regional stormwater basin serving existing and proposed residential and commercial development.
Wastewater Service
Resource designed the Flowing Springs Pump Station to serve the project and a broader service are to the north and east of Ranson. The Pump Station design and construction was funded by a consortium of developers with both broad commercial residential project interests in the City of Ranson.
